- Future arts educators and mentor teachers would get support through stipend-funded clinical placements, mentoring program development, and paid professional learning partnerships with nonprofit arts education groups.
- Cultural access could expand through funded exhibitions and internships that help elevate work by minority artists and address museum leadership racial imbalances of roughly 89–93% white.

Arts grants for minority-serving colleges
If enacted, the Education Department would run competitive grants for minority-serving colleges to boost arts education. Schools would need to apply to the Secretary.
