Faster Labor Contracts Act
Sponsored By: Representative Norcross
Introduced
Summary
This bill would create a time‑bound pathway to speed up first collective bargaining agreements. It reorganizes Section 8(d) of the National Labor Relations Act and lays out deadlines, mediation, and binding arbitration to shorten delays after a union is recognized or certified.
Show full summary
- Workers: Would require parties to meet and begin bargaining within 10 days of a written request and aim to conclude a first contract; if no deal after 90 days either side can ask the Federal Mediation and Conciliation Service (FMCS) for mediation.
- Employers: If mediation does not resolve the dispute within 30 days, a three‑person arbitration panel would decide a binding contract for up to two years using factors like employer finances, size of operations, employees' cost of living, and comparable wages.
- Process and oversight: FMCS must use its best efforts to mediate and to appoint panel members if parties fail to select them within 14 days, and the Government Accountability Office would report to Congress on average time to a first contract.

Faster first union contracts with arbitration
If enacted, new unions and employers would need to start talks within 10 days of a written request. If no deal after 90 days, either side could ask the Federal Mediation and Conciliation Service to help for up to 30 days. If mediation fails, a three-person panel would arbitrate. Each side would pick one member within 14 days, or the agency would appoint. The panel’s majority decision would set the first contract for two years and would weigh the employer’s finances and business, workers’ cost of living and ability to support families, and industry pay and benefits.
Protect pay and bargaining during talks
If enacted, your current pay, hours, and work rules would stay the same while the first contract is negotiated. An employer’s duty to bargain would continue unless workers vote to decertify the union in an election.
