Help and funding for scam victims
This bill would authorize the Secretary of State to run programs for trafficking victims found in online scam centers. Programs would provide trauma-informed care, shelter, reintegration, and collect evidence for prosecutions, and must be designed to prevent revictimization. The bill would authorize $30,000,000 for the State Department for each of fiscal years 2026 and 2027 to develop and implement the strategy and support victim services. Congress would still need to appropriate the money before it can be spent.
Sanctions on foreign scam actors
This bill would require the President, within 180 days, to review a list of named foreign people and entities tied to online scam operations and decide whether they meet legal criteria for sanctions. The President would report to Congress who is sanctioned and must explain any listed person not sanctioned. The President could add people based on credible evidence and could delay sanctions with a 15-day national security waiver. The provision says the President must not treat people the President determines are trafficking victims as listed persons for sanctioning.
New interagency anti-scam task force
This bill would require the President to create an interagency Task Force within 30 days. The Secretary of State (or a designee) would chair it and it would include State, Justice, Homeland Security, and Treasury, and may include SEC, FTC, and FCC. The Task Force would be required to share data across agencies, meet quarterly with state and local law enforcement and stakeholders, and build partnerships with banks, social media, telecoms, crypto exchanges, and other private-sector platforms to disrupt scam operations. The Task Force would end seven years after enactment.
Strategy and reports on scam rings
This bill would require the Task Force to deliver a comprehensive strategy within 180 days to shut down online scam centers and stop traffickers. The Task Force would develop measurable indicators of success, such as counts of sanctions, arrests, rescued victims, and money recovered. Not later than 360 days after the strategy, and annually for five years, the Task Force would send unclassified reports to Congress listing sanctioned persons, estimates of money stolen and recovered, counts of trafficking victims and known scam centers, and program recommendations.
