- Farmers and producers: Would gain faster access to site-specific conservation design and implementation help from more sources, including private sector specialists and qualified retailers.
- Third-party providers and specialists: Would enter a formal three-pathway certification system run by the Secretary, approved non-Federal entities, or State agencies, plus a streamlined specialty-certification track to be set within 180 days. Certified providers would be listed on a registry within 10 business days after approval.
- Non-Federal certifying entities and State agencies: Would be eligible to apply for approval and must be decided on within 40 business days. Approved certifiers would assess qualifications, provide training, report certified providers, and help administer fair payments for technical services that are capped at 100 percent of a determined fair amount and cannot count other Federal program payments toward cost sharing.

Full pay for farm conservation help
This bill would have USDA set fair payment rates for certified conservation advisors. Other Federal program payments could cover up to 100% of that rate and would not count against cost-sharing. If passed, this could cut out-of-pocket costs for eligible farmers and give providers clearer, full payment.
Faster certification for conservation advisors
The bill would create three ways to certify technical service providers: by USDA, by approved non-Federal certifiers, or by approved State agencies. USDA would set the non-Federal certifier process within 180 days, decide approvals in 40 business days, and add certified providers to the registry within 10 business days after notice. A streamlined path for those with specialty credentials would be set within 180 days. If enacted, this could expand access to certified help for farms.
Timely help and maintenance covered
This bill would add maintenance as a covered activity. It would also require timely, hands-on design and implementation help for site-specific conservation work. If enacted, producers could get support to keep practices working and to finish projects faster.
