Beach water testing grants through 2029
The bill would authorize $30 million each year for 2025 through 2029 for grants to test coastal recreation waters. States and local governments could use the funds for monitoring, alerts, and related coastal health work. Congress would still need to appropriate the money each year.
Broader beach and upstream water testing
The bill would broaden the waters that grants can cover to include nearby shallow upstream waters and waters on beaches or other public access points. Grant recipients could use funds to find and report specific pollution sources and include that data. EPA would be directed to update its guidance to reflect newer water testing technologies.
