Fairer access for U.S. energy firms

This bill would direct the U.S. Trade Representative (USTR) to act on certain Mexican measures the USTR circulated on July 20, 2022. Those "covered actions" are defined as steps that favor Mexico's state-owned CFE and Pemex and that hurt U.S. energy companies and exports. The USTR would have to either ask for a USMCA dispute panel under article 31.6 or, at the first USMCA joint review, require Mexico to give U.S. energy firms non‑discriminatory access consistent with USMCA chapters 2, 14, and 22. The USTR would also have to report to the House Ways and Means Committee and the Senate Finance Committee within 90 days after enactment about actions taken.
