Veterans medical debt relief stamp

If enacted, this bill would create a "Veterans Medical Debt Relief Stamp" sold by the U.S. Postal Service. All money from stamp sales would be transferred to the Department of Veterans Affairs under 39 U.S.C. 416(d). The VA would use the money to pay unresolved copayment and coinsurance bills for VA care and for care through the Community Care Program under 38 U.S.C. 1703. The VA would disperse funds to VA offices including the Veterans Health Administration, the Debt Management Center, the Financial Service Center, and VHA Revenue Operations. The Postal Service would issue the stamp in time for Veterans Day each year and choose the design. Buying the stamp would be voluntary, so total help would depend on stamp sales. The bill would exempt the stamp from the usual numerical limit in 39 U.S.C. 416(e)(1)(C).
