Water Infrastructure Modernization Act of 2025

• Water utilities and operators can use grants for engineering, design, construction, implementation, training, and operations for intelligent systems because those costs are excluded from operation and maintenance limits. Grants still cannot pay for planning, feasibility studies, or ordinary operation and maintenance for other alternative water projects.
• Communities gain real-time water quality monitoring, leak detection, advanced metering, predictive analytics, and AI tools to lower energy and chemical costs and improve reliability, with explicit support for disadvantaged communities through metering and ratepayer technology.
• The Administrator must report to Congress within 180 days and then annually on awarded intelligent-technology grants, resiliency improvements, and denied applications with reasons. The authorization level is increased from $25 million to $50 million and extended through 2028.
