Monthly cash for adults 19–67

If enacted, this bill would create a Universal Adult Assistance program at the Social Security Administration that would pay $250 each month to qualifying adults for every month after December 31, 2025. You would qualify if you live in the U.S., are a U.S. citizen or national or a qualified alien under 8 U.S.C. 1641, and are at least 19 but less than 68 on the last day of the payment month. You would need an approved SSA application that includes your name, date of birth, and Social Security number or taxpayer ID. The payment would not count as taxable income and would not count as income or resources for federal, State, or local means-tested programs; payments would be subject to penalties under section 208 of the Social Security Act as applied to Title II benefits. Starting for calendar years after 2026, the $250 monthly amount would be increased by a cost-of-living adjustment under the Internal Revenue Code (with "2026" substituted for "2016") and rounded down to the nearest $1.

New 2.5% surtax on AGI

If enacted, this bill would impose a supplemental tax of 2.5% on an individual's adjusted gross income (AGI) above an exemption for taxable years after December 31, 2025. The exemption would be $60,000 for married couples filing jointly and $30,000 for any other filing status; the $60,000 amount would be indexed for inflation for taxable years after 2026 using the Internal Revenue Code method with "2026" substituted for "2016" and rounded down to the next $100. After subtracting the exemption, no credit, deduction, exclusion, refund, rebate, or similar tax benefit could reduce this supplemental tax, and any disallowed amounts could not be carried forward or back. The Treasury Secretary would issue rules and guidance, including withholding and estimated tax rules, needed to implement the tax.
