  • Families and renters: Greater access to repairs, preservation, and rental help through a Whole‑Home Repairs pilot and preservation tools. The pilot can use up to $30 million and includes rules to keep units affordable for at least 3 years.
  • Cities, developers, and transit areas: New state and local zoning guidelines, streamlined environmental reviews, and an Innovation Fund to reward proven local housing growth. The fund is authorized at $200 million per year for 2027–2031 and at least 25 grants annually.
  • Rural and manufactured housing residents: Updated manufactured housing certification to allow homes with or without permanent chassis, modular housing financing reviews, and Rural Housing Service reforms that expand preservation, vouchers, and technical support.
  • Targeted pilots and financing changes: a Blighted Building to Housing Conversion pilot may use up to $100 million of HOME excess funds to convert vacant properties to attainable housing, and escrow and disaster recovery pilots aim to stabilize households and speed rebuilding.
