Central VA Research Data System

The Secretary would issue rules on submission, accuracy, and security not later than 180 days after enactment. The VA would be allowed to share data with DOD, HHS/NIH, universities, and other partners, but must follow HIPAA, the Privacy Act, and strong technical safeguards like encryption and audits.

Faster, Tiered Research Reviews

If enacted, the VA would use a uniform, tiered ethical and scientific review system across facilities with department-wide target timelines. Low-risk projects could get expedited or abbreviated review, while higher-risk or broad-impact studies would get full review. The Under Secretary for Health could intervene, reassign, or expedite reviews when timelines are missed, while all human subjects and animal protections would still apply.

Funding and Plans to Translate Research

If enacted, the VA would require major research projects to include a veteran impact forecast and a translation plan before funding. The Secretary could exempt projects when impracticable but would have to document and report such exemptions to the Veterans’ Affairs Committees. The bill would also require the Secretary to allocate part of amounts appropriated for medical and prosthetic research under section 7303 for activities that put high-impact findings into practice, and to report amounts and outcomes in the annual report.

Regional VA Research Hubs

If enacted, the VA would set up regional research hubs under the Office of Research and Development. Each hub would be led by a director appointed by the Under Secretary for Health. Hubs would coordinate multi-site IRB approvals, provide data and biostatistics support, help recruit veterans, and submit reports for the VA annual report.
