Would extend VA health services to veterans living in the Freely Associated States.

- Veterans in the Freely Associated States would receive, under agreements with those governments, at minimum care by telehealth and pharmaceutical delivery by mail.
- Beneficiary travel payments would be modified so payments are authorized and paid when the Secretary exercises that authority, applying to travel on or after one year after enactment.
- The VA would have to begin outreach to each Freely Associated State within 30 days and enter agreements and begin furnishing telehealth and mail-order pharmacy services within one year. The Secretary must file at least quarterly reports to the Senate and House veterans' affairs and appropriations committees on implementation and cost and describe technical or logistical barriers before full implementation.

Mandatory VA travel payments for veterans
If enacted, the bill would change VA beneficiary travel rules so that, starting for travel on or after the date one year after enactment, when the VA decides to make any beneficiary travel payments in a fiscal year it would have to make the payments provided in law. This requirement would apply to travel occurring on or after the date one year after enactment. If you are a veteran eligible for beneficiary travel payments, this would apply to your trips on or after that date.
Telehealth and mail pharmacy for FAS veterans
If enacted, veterans who live in the Freely Associated States would be able to get VA health services by telehealth and have prescription drugs delivered by mail. The VA Secretary would have to begin outreach to each Freely Associated State within 30 days and enter into required agreements and start services not later than one year after enactment. The VA would have to report at least quarterly to the House and Senate Veterans' Affairs and Appropriations Committees on implementation and costs. Until the agreements are in place and services begin, those reports would have to describe technical and logistical problems that prevented progress.
