VA senior executive pay rules
If enacted, VA senior executives would get the annual basic pay rate set by the VA Secretary. That pay would have to follow federal Senior Executive Service pay ranges and aggregate limits under Title 5 (including 5 U.S.C. 5382). Career appointees transferring from other agencies would receive the VA rate for the position. That rate would need to match their performance and pay level under 5 U.S.C. 5383 and 5384. When a VA senior executive moves to a different VA senior job, the new rate would start on the first day of the first pay period after they begin. The Secretary could only adjust that rate to the extent Title 5 allows. The bill would use the Title 5 definitions for "career appointee" and "senior executive position".
