Summary
Would expand TRICARE coverage for fertility care for active-duty service members and their dependents. The bill would require infertility diagnosis and a range of fertility treatments including in vitro fertilization, allow up to three completed oocyte retrievals per calendar year, require single embryo transfers unless medically indicated, and prohibit Department of Defense funding for preimplantation genetic screening, human cloning, international surrogacy, and artificial womb technology.

TRICARE fertility care expansion
If enacted, TRICARE Prime and Select would have to cover fertility-related care for active-duty members and their dependents starting October 1, 2027. Covered services would include IVF, sperm and egg retrieval, gamete and embryo preservation, artificial insemination, related medicines, and care coordination. IVF would include up to three completed oocyte retrievals per calendar year, and single-embryo transfers would be required unless the American Society for Reproductive Medicine says otherwise. Cost-sharing would follow existing TRICARE rules and the Secretary could not impose waiting periods after a medical diagnosis of infertility. DoD funds could not be used for preimplantation genetic screening, human cloning, international surrogacy, or artificial womb technology. The bill would also create a Department of Defense program to coordinate fertility care and train community providers to better serve military families.
