Summary
This bill would extend federal consumer protections and supervision to buy now, pay later (BNPL) loans. It would fold BNPL into the Truth in Lending Act, define BNPL as a closed-end retail loan repaid in no more than 4 interest-free installments with no finance charge, and require the Consumer Financial Protection Bureau to issue implementing regulations within 1 year.

More oversight of buy now, pay later lenders
If passed, the Consumer Financial Protection Bureau would be able to supervise companies that offer buy now, pay later loans. The Bureau could examine them and enforce consumer rules once the law takes effect. The Bureau would also have up to 1 year to issue rules to carry out these changes. This could lead to clearer standards and stronger compliance across the industry.
Credit card-style rights for buy now, pay later users
If enacted, this bill would give buy now, pay later users many of the same protections as credit cards. It would cover plans that are closed-end retail loans with no finance charge, paid in no more than 4 interest-free installments. You would get clearer disclosures, billing notices, and ways to dispute charges or assert defenses about a purchase. These protections would start upon enactment for qualifying plans.
