Summary
Expands passport access by allowing public libraries to act as passport acceptance facilities. This bill would let qualifying public libraries accept passport applications and collect and retain the execution fee if they follow regulations set by the Secretary of State.

- Families and travelers: More local locations could accept passport applications because public libraries that meet the rules may become passport acceptance facilities.
- Public libraries: Nonprofit, charitable, or trust-organized public libraries could serve as acceptance facilities and keep the execution fee for passports they accept, subject to Secretary of State regulations.
- Previously serving libraries: Libraries that already served as acceptance facilities and were in compliance would receive transitional authorization within 30 days after enactment, and the Secretary of State must report to relevant congressional committees within 30 days documenting compliance or explaining noncompliance.
- Secretary of State: The Secretary would set and enforce the regulations that libraries must follow to accept and execute passport applications.

If enacted, the bill would let qualifying public libraries serve as passport acceptance sites. Libraries must be nonprofit or organized as a trust and follow rules the Secretary of State sets. These libraries would be allowed to collect and keep the passport execution fee they accept. The Secretary would have to reauthorize libraries that already served as acceptance sites and report to Congress within 30 days after enactment.
