Sponsored By: Representative Barrett, Tom [R-MI-7]

In Committee

Summary

Expands VA home-loan eligibility for more National Guard and reserve members by redefining what counts as 'active duty' and adding a short-duty training pathway for loan access. It would also add an extra loan fee for some new eligibles and require VA notice to affected personnel.

  • Members of the Guard and reserves who perform active-duty service, inactive‑duty training, or annual training would be treated as qualifying for VA-guaranteed home loans. Service back to September 11, 2001 would be included.
  • Short-term trainees would be eligible after at least 14 days of covered active duty and completion of entry‑level and skill training, but those who qualify only under this path would face an additional 1.0 percentage point loan fee.
  • VA operations and veterans would see a new entitlement category for these service members and a requirement that the VA notify eligible reserve and Guard members when they complete training.

Guard and Reserve: more loan access, fee

This bill would broaden what counts as "active duty" for VA home loans. It would treat many reserve and National Guard duties — including inactive-duty training, annual training, certain full-time State or title 32 National Guard service, and specified active-duty calls or orders — as active duty for chapter 37. The change would apply to service performed on or after September 11, 2001. It would also create a new eligibility path if you did at least 14 days of that active duty and then completed entry-level and skill training, but loans based only on that new path would add 1.00 percentage point to the VA loan fee. The VA would have to notify Guard and reserve members who finish entry-level and skill training after enactment about this possible eligibility and the extra fee.
