- Importers and U.S. buyers: Companies that import oil or petroleum products would be prevented from bringing into the U.S. any HTS Chapter 27 items produced at refineries that used Russian-origin crude.

Ban on petroleum imports using Russian crude
If enacted, this bill would ban imports into the United States of all petroleum products in HTS Chapter 27 that were produced at any refinery that used crude oil from the Russian Federation. The ban would apply regardless of where the final product was refined or ultimately sold. The prohibition would take effect upon enactment. Importers, customs brokers, refiners, distributors, and U.S. businesses that import or resell these petroleum products would be prohibited from bringing them into the United States. Households could see higher fuel or energy prices and changes in supply.
