Extend terrorism reinsurance to 2034
If enacted, the bill would extend the federal terrorism risk insurance program through 2034 by replacing '2027' with '2034' in the law. It would also update several program schedule years (for example, replacing 2022 with 2029 and 2024 with 2031) to align deadlines with the extension. That would keep the federal backstop available longer for insurers, businesses, and property owners.
New certification rules for terrorism claims
If enacted, the bill would raise the dollar test for certifying a terrorism loss. For acts before 2029, losses would have to exceed $5,000,000; for acts in 2029 or any year after, losses would have to exceed $10,000,000. The bill would also require the Secretary to publish a Federal Register notice within 30 days after starting a certification review. If the Secretary does not certify the act within 90 days after that notice, the act would be treated as not certified.
