National index-based frost and cold weather insurance for crops. This bill would authorize the Federal Crop Insurance Corporation (FCIC) to conduct research and enter contracts to develop an index-based policy available nationwide that protects against losses from frost or cold weather events.

- Farmers of specialty and fruit crops, including tomatoes, peppers, sugarcane, strawberries, melons, citrus, peaches, and blueberries, could access a nationally available index policy that covers either production loss or revenue loss.
- The FCIC would carry out research and development and may contract with qualified persons to evaluate index and other risk management tools for low-frequency, catastrophic cold events.
- The FCIC must report the results of its research and any recommendations to the House and Senate agriculture committees within 1 year.

New frost insurance research for farmers
If enacted, the bill would require the Federal Crop Insurance Corporation to research and develop a nationwide index-based insurance product for crop losses from frost or cold weather. The agency would do the work itself or enter into contracts with qualified outside experts. The research would evaluate index tools for rare, catastrophic weather events and must result in a policy that protects either production loss or revenue loss. Covered crops would include tomatoes, peppers, sugarcane, strawberries, melons, citrus, peaches, blueberries, and other crops. Not later than one year after enactment, the Corporation would report its results and recommendations to the House and Senate Agriculture Committees.
