State Department hybrid warfare coordinator
If enacted, the State Department would name a senior official as a Coordinator for hybrid warfare within 30 days. The Coordinator would report to the Under Secretary for Political Affairs and give a strategy to the House Foreign Affairs and Senate Foreign Relations Committees within 60 days of being named. The Coordinator would send a full report to those committees within one year and then once a year for three years; reports could be classified when needed. Within 180 days of enactment, the Coordinator would publish an unclassified report (with a possible classified annex) naming Chinese entities that materially support Russia's defense industrial base and recommending sanctions or export controls; the unclassified portion would appear on the State Department website.
