Summary
Connects expectant and parenting youth who experienced foster care to evidence-based home visiting supports. This bill would strengthen coordination between foster-youth services and the Maternal, Infant, and Early Childhood Home Visiting Program (MIECHV) and give states more flexibility to support parenting youth.

More support for parenting foster youth
If enacted, the bill would let states use funds from their section 477 allotment to give expectant or parenting foster youth tailored case management and resource coordination. The bill would add a purpose to connect foster youth in eligible families (as defined in section 511) with evidence-based home visiting and related support services under section 511. State section 477 applications would need a certification from the state's chief executive that processes exist to give participating eligible youth information about those home visiting and support services. These changes would take effect one year after enactment and apply to payments under section 477 for plans approved by the Secretary of Health and Human Services on or after that date.
