Requires the Secretary of State to assess whether Taliban restrictions on Afghan women and girls amount to crimes against humanity, torture, or gross violations of human rights. This bill would require the Secretary of State to submit to the House Committee on Foreign Affairs and the Senate Committee on Foreign Relations, within 180 days of enactment, a report describing restrictions imposed since August 2021 and a determination on whether those restrictions meet the listed legal definitions.
