Summary

This bill would bar Federal funds from being used to compensate people prosecuted for the January 6, 2021 attack on the U.S. Capitol, including those later pardoned. It would also forbid creating any compensation fund for those individuals. It would block Treasury refunds of court-ordered payments such as restitution, fines, or special assessments paid by people convicted in connection with January 6. It directs the Secretary of the Treasury to transfer any such refunded amounts to the Architect of the Capitol.

Block federal payments to January 6 rioters

This bill would prohibit using any Federal funds to compensate people prosecuted for involvement in the January 6, 2021 attack on the U.S. Capitol. It would bar creating any compensation fund for those individuals and would explicitly bar using the Judgment Fund (31 U.S.C. §1304) or victim compensation funds for that purpose. The bill would also stop Treasury refunds of court-ordered payments (including restitution, fines, or special assessments) paid by convicted January 6 defendants. Instead, the Secretary of the Treasury would have to transfer any such refunded amounts to the Architect of the Capitol. The rule would apply even if a person is later pardoned and would take effect upon enactment.
