Prevent duplicate or fraudulent ACA enrollments. This bill would require the Secretary to match Social Security numbers across exchange enrollments to flag identical SSNs and to set up a Secretary-run consent system for enrollments initiated by agents or brokers.

- Families and consumers: For plan years starting January 1, 2027, no enrollment started by an agent or broker would take effect without the individual’s or employer’s direct consent through a Secretary-operated mechanism. This aims to stop unauthorized enrollments and make sure people knowingly join plans.
- People claiming premium tax credits: The Secretary would have to establish, within 60 days after enactment, a process to detect identical Social Security numbers so duplicative advance payments of premium tax credits are not made for the same coverage period.
- Agents and brokers: They could not rely on their own attestation of consent. They must use the Secretary’s consent mechanism to complete enrollments.

Required consent for broker enrollments
This bill would require the Secretary to create and run a consent system so that, for plan years starting on or after January 1, 2027, no enrollment submitted through an agent or broker would take effect until the individual or employer gives consent through that system. The system would not accept a broker's attestation as proof of consent. The change would apply to individual and small-group Exchange plans and is intended to prevent unauthorized or fraudulent enrollments.
