Summary
Narrows eligibility for TANF to a subset of noncitizens. This bill would amend the law so that, except for a few listed exceptions, an alien who meets the definition of a “qualified alien” in section 431 would not be eligible for block grants to States for Temporary Assistance for Needy Families. It preserves eligibility only for the specific categories named in section 431(b)(1), (7), and (8), including Cuban nationals covered by (7). The change takes effect with no phase-in, no sunset, and no new dedicated funding.

Stricter cash aid rules for immigrants
If enacted, this bill would bar an alien who is a "qualified alien" (as defined in section 431) from receiving TANF block-grant cash assistance. The rule would not apply to aliens described in section 431(b)(1), section 431(b)(7) for Cuban nationals, or section 431(b)(8). The bill also would repeal subparagraph (A) of subsection (b)(3) of section 402 of the 1996 welfare law. The change would take effect upon enactment and would stop monthly TANF cash help for affected low-income households.
