This bill would exempt certain H‑1B health care workers from a Presidential Proclamation that restricts nonimmigrant entry. It would also limit additional fees for those workers and use the Affordable Care Act's definition of the "health care workforce."

- H‑1B health care workers. Would allow physicians and other H‑1B workers defined under PPACA section 5101 to seek entry despite the Proclamation if their petition is accompanied or supplemented by a $100,000 payment.
- Health care employers. Would make it easier for hospitals and clinics to hire H‑1B health care staff affected by the Proclamation by creating this targeted exemption.
- Immigration fee payers. Would bar any extra fee on these H‑1B health care workers that exceeds the cap set in the Immigration and Nationality Act at 8 U.S.C. 1184(c)(9)(B).

Easier entry, fee cap for H-1B healthcare
If enacted, the bill would make the September 19, 2025 Presidential Proclamation not apply to H-1B nonimmigrants employed in, or with an offer in, the health care workforce (as defined in 42 U.S.C. 294q). The Proclamation had restricted entry except for petitions accompanied or supplemented by a $100,000 payment; this bill would remove that restriction for those healthcare H-1B workers. The bill would also bar any additional fee on those aliens that exceeds the fee in 8 U.S.C. 1184(c)(9)(B). These changes would take effect upon enactment.
