Small AI Innovators Empowerment Act

Summary
This bill would require a study of the challenges facing small U.S. AI businesses. It directs the Secretary of Commerce, through the Director of the National Institute of Standards and Technology (NIST) and in consultation with the Small Business Administration (SBA), to contract an expert entity to analyze funding and financing options, use of research and development tax credits, roles of accelerators and incubators, downstream federal policy effects on technology stacks and access to compute, cloud services, and data, the impact of regulatory uncertainty on exit and acquisition options, partnerships and competition dynamics, talent recruitment and retention, any other challenges the Secretary identifies, and to propose recommendations. The bill defines eligible firms as for-profit, U.S.-headquartered, independently owned businesses that primarily operate in the United States or make a significant contribution to the U.S. economy and that employ 250 or fewer people.
