HR7986119th Congress

Save the World Cup Act

Sponsored By: Representative Pou, Nellie [D-NJ-9]

Introduced

Summary

Limits federal civil immigration enforcement to one-mile safety zones around 2026 FIFA World Cup matches and Fan Festivals. The bill would bar the Department of Homeland Security and the Department of Justice from using federal funds for civil immigration enforcement inside those one-mile zones unless one of four narrow "exigent circumstances" applies, such as imminent risk to life, national security, hot pursuit, or destruction of evidence.

Show full summary
  • Fans and local visitors would face fewer routine civil immigration checks within a one-mile radius of World Cup matches and FIFA Fan Festivals during the 2026 event, making event areas less likely to see civil immigration stops.
  • People who live or work near match sites would be protected from routine civil immigration enforcement in these zones, except in narrowly defined emergencies.
  • DHS and DOJ operations would be limited in the specified zones because federal funds could not be used for civil immigration enforcement there unless an exigent circumstance is present.

Limit immigration enforcement near World Cup

If enacted, the bill would bar DHS and the Justice Department from using federal funds for civil immigration enforcement within one mile of any 2026 FIFA World Cup match or any FIFA Fan Festival. The ban would apply to enforcement under the immigration laws (as defined in 8 U.S.C. 1101). The ban would not apply when 'exigent circumstances' exist. The bill defines exigent circumstances to include: imminent risk of death, violence, or physical harm (including terrorism); imminent risk to national security; immediate arrest or hot pursuit of someone posing an imminent risk to public safety; and imminent risk of destruction of evidence material to an ongoing criminal case.
