This bill would bar the Department of Homeland Security and the Department of Justice from using federal funds to carry out civil immigration enforcement on public transit or at public transit hubs in metropolitan statistical areas hosting a 2026 FIFA World Cup match or FIFA Fan Festival from June 11, 2026 through July 19, 2026, except under narrowly defined exigent circumstances.

Protect transit riders during World Cup
If enacted, DHS and DOJ would be barred from using federal funds to carry out civil immigration enforcement on public transit or at public transit hubs in any metropolitan statistical area hosting a 2026 FIFA World Cup match or FIFA Fan Festival. The restriction would apply from June 11, 2026 through July 19, 2026. Exceptions would allow enforcement in defined exigent circumstances: imminent risk of death, violence, or terrorism; imminent national security risk; immediate arrest or hot pursuit of someone posing imminent risk to public safety; or imminent risk of destruction of evidence material to an ongoing criminal case. The rule would only limit the use of federal funds and would not change criminal enforcement authorities outside those funding limits.
