More home loan guarantees for tribes

If enacted, this bill would expand Indian and Native Hawaiian loan guarantees. HUD could guarantee up to 100% of unpaid principal and interest on eligible 1- to 4-family loans. Loan terms would generally be capped at 40 years and HUD could allow direct endorsement by qualifying lenders, including certified community development lenders. Congress could authorize funding for these guarantee programs for fiscal years 2026 through 2032, with amounts set later by appropriations.

More local control for tribal housing

If enacted, this bill would let tribes and tribal housing entities play a larger role in housing programs. Tribes, TDHEs, and tribal organizations could act as community-based development organizations and carry out certain special construction activities. Tribal groups could get HUD housing counseling grants without meeting HUD counselor certification rules for specified programs. Tribal self‑sufficiency programs could include college housing assistance. Build America, Buy America rules would not apply to tribal housing activities paid with federal assistance.

Tribal rental help for veterans

If enacted, this bill would create a Tribal HUD‑VASH program to help Indian veterans who are homeless or at risk. The Secretary would reserve not less than 5% of certain rental assistance funds for Tribal HUD‑VASH grants. Grants and admin funds would go to eligible tribal recipients after HUD consults with the VA and sets allocation rules.

Stronger tenant buying and budget rules

If enacted, this bill would give tenants and tribal housing recipients new rules on rents, purchases, and budgets. Current rental families could buy converted units and families who were low‑income when they moved in would get exclusive first purchase rights. Recipients could publish maximum and minimum rent and homebuyer payment policies. Lease terms on trust or restricted lands could be up to 99 years. Small private home improvements costing 10% or less of a home's maximum development cost would not trigger lifetime-use commitments. The bill would define total development cost and require HUD to act on requests to exceed the TDC maximum by more than 10% within 60 days or treat them as approved. HUD could immediately suspend payments in some cases, but recipients could request a hearing within 30 days and a suspension ends if the hearing is not completed within 180 days.

Faster environmental reviews for tribal housing

If enacted, this bill would reduce environmental review for many small tribal housing projects. Activities costing $250,000 or less could be exempt, and acquisitions paid with non‑Federal funds would be exempt. Rehab under 50% of pre‑work market value that causes no ground disturbance could be exempt. Tribes could be treated as meeting federal review requirements if other Federal funds are no more than 49% of the Federal share and the tribe assumes review duties. The bill would also stop HUD from requiring radon testing, add lead testing rules for remote areas, limit duplicate wetlands rules when the Army Corps issues a permit, allow some small fuel tank siting exceptions, and require HUD to decide certain waiver requests within 60 days.
