Identifying and publishing potential duplication in proposed federal laws. This bill would require the Comptroller General at the Government Accountability Office to review committee-reported bills and joint resolutions for risks of creating new duplicative or overlapping federal programs and to send and publish those findings for committees and the Congressional Budget Office.

- Congressional committees and lawmakers: Committees would receive GAO's identified risks and may get those findings added to a CBO estimate as a supplement to help spot policy overlap.
- Government Accountability Office: The Comptroller General would, to the extent practicable, determine whether a covered bill creates a risk of a new duplicative or overlapping feature, identify the feature and the bill section, and publish the information on GAO's website.
- Congressional Budget Office: The Director of the Congressional Budget Office may include GAO's findings as a supplement to the Director's estimate and may submit that supplement after the original estimate if GAO's information is late.

Checks for duplicate federal programs
If enacted, GAO would check each public bill reported by a committee for risks of new duplicative federal programs. When warranted, GAO would name the new program, cite the bill section, and point to the prior GAO report. GAO would send this information to the Director of the Congressional Budget Office and to the committee that reported the bill, and publish it on GAO's website. The Director of the Congressional Budget Office could include GAO's findings as a supplement to CBO cost estimates. These rules would start the earlier of two dates. One is 60 days after the OMB Director updates a required website. The other is when a new Congress begins after one year from enactment.
