Study of Glen Canyon withdrawal

If enacted, the Secretary of the Interior would carry out a feasibility study on a selective water withdrawal system at Glen Canyon Dam. The study would include all hydrological modeling and be done with the Secretary of Energy and Colorado River Storage Project power contractors, and would follow the 2016 and 2024 Long-Term Experimental and Management Plans. The Secretary would finish the study within 18 months of enactment and identify funding sources within 90 days. Study costs would be paid from appropriated funds, and any federal funds used would be nonreimbursable and nonreturnable. If the Secretary finds a studied alternative feasible under reclamation law and the power contractors agree, the Secretary could begin compliance steps and construction of the chosen alternative.

Keeps post-2026 Colorado rules

If enacted, this section would not change the post-2026 Colorado River reservoir operation guidelines and strategies for Lake Powell and Lake Mead. Existing post-2026 guidelines and strategies in effect before, on, or after enactment would remain unchanged by this section. This preserves current reservoir operation rules from being altered by the study provision.
