States keep power over gambling laws
This bill would say that nothing in it overrides State laws that regulate or ban gambling. States would keep their existing power to regulate or prohibit gambling and gaming. This would take effect when the bill is enacted.
New ban on event-based contracts
This bill would bar registered exchanges and clearinghouses from listing or clearing contracts tied to political elections, many U.S. government actions, sporting events, or military actions. It would also cover indexes, measures, data, or contingencies based on those matters. The ban would not apply to contracts used to hedge or mitigate commercial risk for U.S. executive, legislative, or judicial actions if the Commodity Futures Trading Commission defines that hedging exemption by rule. This would take effect when the bill is enacted.
