More stable Medicare payments for doctors

This bill would change how Medicare sets physician fees to make pay more predictable for doctor practices. It would set yearly budget-neutrality thresholds: $20,000,000 for years before 2027 and $54,300,000 for 2027. For 2028 and later the threshold would equal the prior year, and starting in 2032 the Secretary would raise the amount every five years by the cumulative MEI increase for physician services. Beginning in 2027 the conversion factor could not change by more than 2.5% from the prior year (excluding subsection (d) adjustments). If estimated versus actual spending for a service differs by more than 0.1% of total estimated spending, the Secretary would adjust the conversion factor in the second year after that year. The bill would also require the Secretary to update direct cost inputs used to set practice expense values at least every five years, including clinical staff wages, supply prices, and equipment, after consulting stakeholders.
