More workforce and affordable housing
This bill would create a HUD demonstration to speed production and rehab of workforce and affordable housing. HUD would award up to 15 competitive grants and must set up the program within one year. Grants would pay to convert commercial space, fund development and rehabilitation, support public‑private partnerships, buy sites in high‑opportunity neighborhoods, and give technical help to developers. Treasury would identify defined "Covid funds" and transfer 10% of those funds to HUD within 30 days. The bill would define affordable housing as costs at or below 30% of income for households at or below 80% of area median income. Workforce housing would use a 30% cost limit tied to 120% of area median income and purchase prices capped at 110% of area median price. Grantees would have to make at least 30% of workforce units affordable and keep assisted units affordable for at least 5 years. HUD would study program impacts 18 months after grants and then every year while the program runs.
