  • Families and individual taxpayers could download 1040, 1040A, and 1040EZ forms already populated with information the IRS holds. Downloads must be available as both a printable file and a computer-readable file and taxpayers must acknowledge they will verify accuracy.
  • Employers, payers, and other reporting entities would have to file information returns for the prior calendar year by January 31. The Social Security Administration would be required to provide wage and self-employment amounts to the IRS by January 31 for each year.
  • Tax software developers and the IRS would follow standards the IRS must set by October 31, 2026 and use a demonstration server. By February 15, 2027 and annually after, the IRS would offer a secure download function for prefilled forms.

Earlier reporting deadlines for payers and taxpayers

The bill would require wage and self-employment reports provided to the Social Security Administration to be submitted so the SSA can give those reports to the IRS by January 31 each year. For calendar year 2026 only, the SSA would use best efforts to give that data to the IRS by January 31, 2027. The bill would also require certain information returns under part III to be filed by January 31 each year and would bar extensions for those returns. These changes would make reported pay and self-employment data available earlier, but would also impose an earlier, non-extendable filing deadline on payers.

Downloadable pre-filled tax forms for taxpayers

This bill would let you download 1040, 1040A, and 1040EZ forms that are partially pre-populated with reported wage and other IRS data. The IRS would make data available to the program within 15 days after it receives the information. A secure download for those populated forms would be required by February 15, 2027, and every year after. The IRS would provide both a printable file and a computer-readable file for tax software, and you would have to acknowledge that you must verify all information and remain responsible for your return. The change would apply to returns for tax years starting after December 31, 2025.
