Summary

Would authorize the Secretary of the Army to convey three specific parcels in Lehi, Utah, to the Utah National Guard for training and readiness. The parcels would be described by a survey and conveyed subject to existing easements or restrictions. If the land is not used for training and readiness the property would revert to the United States and the government could take immediate entry. Utah must pay all conveyance costs except environmental remediation and may not use Federal funds for those costs. The Secretary may add terms and conditions to protect U.S. interests.

Utah Guard land transfer and costs

If enacted, this bill would let the Secretary of the Army convey three parcels of federal land in Lehi, Utah to the Utah National Guard. The Secretary would require a survey to fix exact acreage and would be authorized to impose additional terms, subject to existing easements or covenants of record. If the land stops being used for Guard training and readiness, the Secretary would be able to make it revert to the United States and have immediate entry after a determination on the record following an opportunity for a hearing. The State of Utah would have to pay or reimburse all conveyance costs except environmental remediation, would be prohibited from using Federal funds to pay those costs, and would get refunds if amounts paid in advance exceed actual costs.
