Summary
This bill would require states to use at least 20% of their capitalization grant funds under the Federal Water Pollution Control Act for green infrastructure, water or energy efficiency, and other environmentally innovative activities. The requirement only applies when there are enough eligible project applications and when funds are provided to the State in appropriations Acts.

- States. Each State would need to allocate not less than 20% of any capitalization grant funds it receives to the new set of eligible projects, subject to available appropriations and eligible applications.
- Local utilities and project sponsors. More federal grant dollars would be directed toward green infrastructure and efficiency projects, increasing the pool of eligible uses for planning and construction of those projects.
- Communities and the environment. The shift steers more funding to projects that aim to improve water system efficiency and other environmentally innovative approaches, expanding the types of projects supported by capitalization grants.
