Summary

Require public colleges and universities that receive Higher Education Act funding to stock naloxone overdose rescue kits across campus. This bill would have the Secretary of Education, in consultation with the Secretary of Health and Human Services, set rules within one year to make kits available in classrooms, libraries, labs, dorms, and other instructional or housing facilities, place kits near automated external defibrillators where feasible, and require campus emergency medical staff to carry kits.

Naloxone kits on public campuses

This bill would require public colleges that get Higher Education Act funds to make opioid overdose rescue kits available. Not later than 1 year after enactment, the Secretary of Education, with the Secretary of Health and Human Services, would set the requirement. Kits would be placed in every classroom, library, laboratory, dormitory (including dining facilities), and other teaching or housing buildings. Where a public automated external defibrillator is on site, kits should be placed near it when feasible, and campus EMS staff would carry kits on their person. Schools would register kit locations with the campus health center or EMS, replace used or expired kits, provide location lists through health services or EMS, and include kit use and location training during each student orientation. The bill would define an "opioid overdose rescue kit" as labeled "Overdose Rescue Kit--Naloxone Nasal Spray" or other HHS-approved wording and containing Narcan, naloxone, or another FDA-approved opioid-reversal medication. The bill would use the Higher Education Act definition of an institution of higher education to decide which schools must comply.
