Summary

Federal backstop for SNAP state cost shares. This bill would create a hardship exception in the Food and Nutrition Act that requires the Secretary of Agriculture to pay the full cost of a State's Supplemental Nutrition Assistance Program allotments for any fiscal year if the State cannot pay its required cost share. In a hardship year the State cost-share rules would not apply and the federal government would pick up the full allotment cost. The change would take effect October 1, 2026.

If enacted, this bill would create a hardship exception for state SNAP cost-sharing. If a State cannot pay its required cost share for any reason, the Secretary would pay the full cost of the SNAP allotments for that fiscal year. The State cost-share requirement would not apply to that State for that fiscal year. These changes would take effect on October 1, 2026. SNAP households in that State would continue to receive their allotments funded entirely by the federal government for that fiscal year.
