If enacted, the bill would require the Secretary of Transportation to set aside at least 5% each year of the funds authorized for the Federal lands transportation and Federal lands access programs for active transportation projects. The bill would define active transportation to include planning, design, and construction of sidewalks, bike lanes and paths, pedestrian and bicycle signals, lighting, traffic calming, ADA accessibility projects, safe routes for non-drivers, and conversion of abandoned rail corridors to trails. The set-aside would apply for each fiscal year starting on enactment. This would direct a steady share of Federal lands program money toward walking, biking, ADA access, and rail-trail projects.
