Summary
Expanded discharge of parent loan liability for students with long-term disabilities. This bill would amend the Higher Education Act to allow a parent borrower to have their loan discharged if the student on whose behalf the loan was made becomes permanently and totally disabled or cannot engage in substantial gainful activity because of a medically determinable impairment lasting or expected to last at least 60 months.

Parent loan discharge for disability
If enacted, parent borrowers would be able to have their federal loan liability discharged when the student becomes permanently and totally disabled. The bill would also allow discharge if the student cannot work because of a medically determinable physical or mental impairment. The impairment must either be expected to result in death, have lasted at least 60 continuous months, or be expected to last at least 60 continuous months. Determinations would follow the Secretary's regulations. The rule would apply to any parent loan made before, on, or after enactment and would not depend on when the disability began.
