Summary
Temporary waiver to allow higher Reid Vapor Pressure (RVP) gasoline in summer 2026. This bill would require the Environmental Protection Agency Administrator to waive the Clean Air Act's RVP prohibition from May 1 to September 15, 2026, letting gasoline with higher volatility be sold, supplied, transported, or introduced into commerce during that window.

- Drivers and households: May see higher‑volatility gasoline at the pump between May 1 and Sept 15, 2026.
- Refiners and fuel retailers: Would be allowed to sell, supply, transport, and introduce into commerce gasoline that exceeds the usual RVP standard during that period.
- Air quality and public health: Could face increased evaporative emissions during the waiver window.
- Regulatory effect: The waiver is specified "notwithstanding any other provision of law" so it would supersede other laws only for that period and would not change the RVP standard outside the window.
- Budget and enforcement: The bill does not create funding, penalties, or new enforcement mechanisms.

Summer gasoline rules for drivers and sellers
This bill would require the EPA to waive the federal summer gasoline vapor pressure limit from May 1, 2026 through September 15, 2026. During that period, refiners, transporters, and retailers would be allowed to sell, supply, transport, or introduce into commerce gasoline that exceeds the usual Reid Vapor Pressure standard (as defined in 40 C.F.R. §80.27(a)(2) or any successor rule). The waiver would apply nationwide and would operate notwithstanding other law. The bill does not add funding or new penalties. If enacted, this could increase fuel availability and lower some pump prices, but it would likely raise evaporative emissions and worsen local air quality in summer months.
