Temporary fireworks display waivers

This bill would create a temporary, year‑long waiver for certain rules on fireworks displays. The covered period would run from the date of enactment through 11:59 p.m. Eastern on December 31, 2026. It would define a "covered fireworks display" as any public or private fireworks show in the United States during that time, including consumer, commercial, and display‑grade pyrotechnics. During the event, the bill would bar enforcement of some State and local permitting, venue operation, setback, storage, notification, fire/burn restriction, and noise rules for conducting the display and for possession and use of fireworks at the site. The bill would keep intact federal explosive licensing and classification, hazardous‑materials transport rules, consumer product safety, OSHA rules, and Clean Air Act/EPA regulations. Local governments and federally recognized tribes would still be able to permit, restrict, condition, or prohibit displays, and State laws on manufacture, sale, or purchase of fireworks would not be waived.
