Summary
Keeps memorials on federal land open to the public during government shutdowns. This bill would require federal agencies to allow access to memorials and cemeteries that are not funded by the federal government and that are normally accessible through a federal facility or other agency property during a lapse in appropriations. It would also treat federal employees whose official duties involve providing that access as performing emergency services for purposes of 31 U.S.C. 1342.

Keep memorials open during shutdown
If enacted, this bill would require a federal agency in a funding lapse to provide public access to certain memorials. The memorial must not be federally funded and must normally be reachable through the agency's land or facilities. It would also deem employees who provide that access to be performing emergency services under 31 U.S.C. 1342, so they would be treated as excepted from furlough.
