Summary
Transparency in pet sales. This bill would require sellers of dogs and cats to disclose where each animal came from and key health and breeder details before a sale. It would also strengthen enforcement and tighten licensing rules for dealers.

- Families and buyers: Would get source and health information before purchase, including breeder name and contact, breeder license or registration, counts bred and sold in the prior two years, chain of sellers, and known vaccines or congenital conditions.
- Covered sellers and rescues: Would apply to dealers, retail pet stores, and online sellers while exempting public animal shelters and certain bona fide adoption or rescue organizations. Nonprofit organizations that acquired animals for payment would have to disclose the amount paid and the identity of the seller.
- Enforcement and licensing: Would direct the Federal Trade Commission to issue disclosure rules within 180 days and make false source claims an unfair or deceptive act under the FTC Act. It would amend the Animal Welfare Act to bar issuing or renewing licenses to people tied to dealers with suspended or revoked licenses and create a 10-year bar in relevant cases.
