New mandatory training for immigration officers
This bill would require DHS and the Federal Law Enforcement Training Centers to create a scenario-based training and certification within 90 days. Before doing immigration enforcement, officers would need at least 67 days of training. Officers would also have to complete the scenario course and certification every year. The course would cover nine topics, including community relations, officer safety and resilience, situational awareness, stress responses, decision-making, de-escalation, use of force (including deadly force), and crisis intervention. The bill would expand who counts as an "immigration officer" to include federal staff authorized to arrest and State or local officers doing immigration work under 287(g) agreements. DHS would also have to report to Congress within 180 days on benefits, barriers, and recommendations to improve access to the training.
