Exempt stinger-steered car haulers

This bill would exempt "stinger-steered combinations" that are transporting assembled highway vehicles from the federal rule that requires warning flags on projecting loads (49 C.F.R. §393.87 or a successor). The exemption would take effect beginning on the date of enactment. The Secretary of Transportation would have to revise §393.87 as soon as practicable to reflect the exemption. The Secretary would carry out that revision without notice-and-comment or any other formal rulemaking, notwithstanding any other law.
