- Foreign individuals and entities who violate or knowingly undermine the Washington Accords would face asset blocking and bans on U.S. visas and admission. The bill allows immediate revocation of existing visas.
- Humanitarian organizations and relief operations are exempt from sanctions. Exemptions cover sales and transport of food, medicine, medical devices, and related financial transactions.
- The President would create a sanctions program using the International Emergency Economic Powers Act, apply criminal penalties for violations, and the authority to impose sanctions would end after seven years.
